After making sure the hook in the metal gear sat inside the shaft cutout I rotated the gear clockwise until the gearing in the transfercase went back to match the picture below to indicate that it is in 4hi. To install the seals without damage, I placed them over the rods while the actuator was out, then when I installed the actuator, the seals seated themselves and do not leak.
